A Long-Awaited Message is a sidequest in Star Ocean: The Divine Force that you can find at The Aucerian Highroad.
If you head to the The Aucerian Highroad, just before the entrance to Royal Capital Ascendros Gardens, you can speak to Manipulative Man.
He wants you to fetch a letter from his mom who is at the Seaport Of Rythal.
In order to get the letter, you must first complete the quest A Healing Herb.
Once you have completed that quest, speak to the mother who is inside a house at the Seaport Of Rythal and she will write you a letter.
Return back to Manipulative Man to complete the quest and receive your reward.
