If you speak to Manipulative Man near the fountain in Royal Capital Acendros City you can accept the quest.
He wants you to deliver Mama's Favorite Treat to his mother in the Seaport Of Rythal.
Head to the house on the right of Seaport Of Rythal where you'll find Manipulative Man's Mother.
Once you've delivered the treat, head back to Manipulative Man for your reward.
